No. It might download an update, but won't install it. It'll just nag you to install the downloaded update, but that's about the extent of it.

It can't download without an internet connection, but it can install without one if the update's already been downloaded.
might want to remove that link its still copywritten code even if it is a pointless certificate.....ps the GBA ambassador games don't work anyway, but if you want to "see" whats been dumped look on 3ds.essh.coI got this, its only the certificate tho...

I don't think you understand. When a firmware update is downloaded but not installed, you get a message popping up periodically that says "A new software update is available! Would you like to install it?" A = yes, B = no. I think if you hit A, you're supposed to accept 1 or 2 more stages before it actually installs. So you see, it takes a fair amount of conscious effort to actually install the downloaded update.
What I am saying, for instance every time you boot up your 3ds you get pop up telling you to install the update. you can easly click nay but after awhile it does get very annoying... Do you think there will be any sorta gateway update/homebrew to stop this in the future?

It does get annoying, as I'm going through that even after having updated my emuNAND. It seems I get the nag only on sysNAND now. The only way to clear it is by formatting from the 3DS' settings. But I have a eShop game in emuNAND that I'm not sure how the format would affect my ability to play it or what, so I put up with the nag. It gets annoying but you get used to it.
No one can be sure what the future holds, so I'm not sure whether or not something can be developed to prevent this from happening.

well i cant play bigbluebox dumps like "The Legend of Zelda: The Minish Cap (GBA)" on 2.2
