It's not so much a tunnel but basically we're spoofing a Nintendo Zone Relay Station. If it was tunnel we could exchange 1:1 but it's more of I get the previous person's Streetpass data from our "relay point" then the next person gets mine.Whoa!!! So streetpass tunels are indeed working

Just relating, I passed all the instructions from this thread to a friend of mine in another city (miles away from here) in Brazil, and works with him too (SSID _The Cloud, 40:53:50:4F:4F:46 ).
Also, I used their MAC address ( CC:FE:3C:92: DF:43) and he got a StreetPass hit from me in their 3DS.

How did you changed the MAC address on your Android? I have a Galaxy S with Cyanogenmod 10.1, I tried some apps with no result because when I share my mobile connection, the MAC address resets back to the original.
