Tueidj has done some work on the Homebrew Channel in the past, like
USB 2.0 support. It doesn't appear that he is a member of Team Twiizers though. Perhaps he was able to obtain a version of the HackMii Installer that works on the Wii U? Obviously, this is speculation on my part.
I will say that I haven't seen anything about whether HW_AHBPROT can work on the Wii U or not. However, I'm pretty certain that the Homebrew Channel (or at least some installed channel) is required for AHBPROT access, and only a few people have been able to install an unofficial channel on the Wii U. Everyone else has had to use the Smash Stack or a similar game exploit to run Wii homebrew. According to that video (which was uploaded by tueidj), it is being run over HDMI. The Wii doesn't support HDMI.
He may not have enabled access for other controllers yet. If that's the case, then he would not able to progress any further in the game. It seems to me that this video could just be proof that Devolution will work on the Wii U. However, as stated earlier in the thread, the Devolution screen does say "Press 1 and 2" instead of "X and Y," so that
could be proof that he has added at least some Wii Remote support to Devolution.
