Steam only requires you to log in once (and tick remember password) before you can go into offline mode.

Basically, everyone that ticked 'remember password' upon installing Steam for the first time onto their computers has access to offline mode.

yeah, all the servers I go too people keep spamming, trading dirt 3 steam code for items and hats
