I've been lagging (FPS lag) in every game even with a new PSU and Graphics card. My friend tells me it's my processor but I don't know what he means by that. My basic system specs are as follows:

OS: Windows 7 Ultimate 32 bit
Processor: Intel® Core?2 Duo CPU E6850 @ 3.00GHz (2 CPUs), ~3.0GHz
Memory: 4096 MB RAM
Graphics Card: NVIDIA GeForce GTX 460
PSU: Corsair HX850w

Any help?
I dunno. XD!

Srsly tho. Some of the GTX cards require extra power and have plugs for it on top. make sure that's plugged in. It wouldn't be your PSU.
You have an EXCELLENT rig, you should have few problems running games. However i see issue #1 now.

Issue#1: OS: Windows 7 Ultimate 32 bit
4GB of ram, 2GB video memory, 32-bit OS. You *need* a 64bit OS!! I'm fairly sure windows offers no upgrade to 64-bit, so you'll need to buy it from your local store. (or "arrrr" it.)
This is a problem as its majorly limiting your ram, but not likely causing your issue. Just something i noticed lol

You seem to have the latest non-beta driver installed, which is good. you could try the latest beta version but i doubt it would help at all.

Check and see if your GPU requires more power. you could also be having problems else where, (there's so many different things you'd need to debug)

When adding new hardware, there could be an issue with hardware Interrupts. I suggest you switch to a 64-bit OS. doing so will refresh your OS and that may fix your issue as well. Sorry i couldn't help

Ah..thanks for the advice. So I have to buy a copy of Windows that's 64-bit? I've read that if my hardware is 32-bit, I can't install a 64-bit OS over it, is this true?

I'd say 99.999999% of PC's made in the past 3 years support 64-bit Architecture. if you want to be certain, you can download and burn somthing like.. The 64-bit version of Ubuntu, and run it as a live disk. If it works, then you have 64-bit support.

the problem is, Windows 7 costs A LOT of money XD and i don't want you to be thinking this will fix your issue. it won't. (well, maybe like 10% chance it will.) So basically, it won't. its just something you should do when you have the money to spare.

Bunnie brings up a good point.
Windows is limited to 4GB of RAM (4.00GB, not 3.7, not 3.8, not 3.whatever, 4096MB). However video memory must be addressed as well, so if I'm understanding how it works correctly it's 4GB - Video Mem = remaining addressable system memory.

Referring to the CPU-Z shot of your CPU, I think the EM64T means it's a 64bit processor.
This is backed up by the Intel page stating: "Instruction Set 64-bit"

If I'm not mistaken, obtaining the 64-bit version of the SAME edition of Windows (from a friend perhaps) and installing it on your system is not illegal so long as you own the 32bit version. I think it would be illegal to make a copy of said disc if you do not own that particular version and edition, though I could be wrong.**
(Version referring to 32-/64-bit, Edition referring to Starter/Home Basic/Home Premium/Professional/Ultimate)
I know that keys are interchangeable between 32- and 64-bit versions, the Windows 7 Public Beta proved that (they gave out 10 keys "5" for 32-bit and "5" for 64-bit, but they worked on both versions).
In short,
Own Windows 7 Home Basic 32-bit -> Install Windows 7 Home Basic 64-bit =* legal
Own Windows 7 Home Basic 32-bit -> Install Windows 7 Home Premium 64-bit =* illegal
Own Windows 7 Home Basic 32-bit -> Copy Windows 7 Home Basic 32-bit =* legal
Own Windows 7 Home Basic 32-bit -> Copy Windows 7 Home Basic 64-bit =* most likely illegal
**

* This SHOULD BE legal. You pay for the license to use the Windows release of the specific edition and are issued an activation key, since that activation key works on both 32- and 64-bit versions it would logically imply that so long as legal access to both is available, either is usable within the limit of activations.
This is a tough one to say for sure, Microsoft would obviously love you to drop another $200 on their Operating System (what company wouldn't?) but I'm pretty sure that I read somewhere (I even want to say from Microsoft) that your license entitles you to your choice of available versions within the same release and edition.

I wish I had a better reference for this than the user help forums, but it has been asked and answered here:
http://answers.microsoft.com/en-us/windows...c8-fd7feb7d1915
I know I read it from a more reliable place, and I wish I could recall where exactly.

** Seems Microsoft is offering downloads of the DVD images of all the editions of Windows:
