Route 3 there's a school for kids and a day care ( route 3 is next to the garden from the 1st gym city)

I just figured out that it evolves through the use of a Moon Stone. Enjoy!

Well, I evolved mine at level 20. It's moveset is currently Psybeam, Moonlight, Yawn, and Hypnosis. That should be more than good enough to get me through until I hopefully find the Psychic TM, or another stronger Psychic type move.

For Flying, I know that you can find Mamepato on Route 3. It's the Pidgey of the fifth generation. Not sure about ghost.
