This is a NEW Fire Emblem, it's the 8th part of the series (9 if you count the famicom gaiden one) and it looks like that for the very same reason Advance Wars 1 and 2 looked the same, they can make the game faster if they use the same graphics instead of having to redesign everything again.
Besides, it doesn't look bad at all. All fire emblems have looked sort of plain graphics wise and the GBA versions are no exception.
And no, it's not from a 'console or comp' that never came here (also, define 'here', because in the internet there is no 'here')
All Fire Emblem games came out on Nintendo consoles, in great part because Nintendo owns the game.
In case no one knows either, Fire Emblem basically invented the strategy/rpg genre, Fire Emblem is super popular in japan and Nintendo sucks for not releasing it early in America or Europe.
