Just updated all the IOS's except IOS60, keep that at v6174 and use the database to get the proper system menu version and you'll be fine.
just tried to install everything using nand formatter and it wont install
using NUSD with updated database
do i need to re-download everything?

i can go 4.1 to 4.2 vice versa

Here's the NUS script for a 4.1 update. Actually, this is a 4.2 update, but I replaced the System Menu with 4.1, changed the version of IOS60 to the non-stubbed version, and removed IOS222, 223, 249, 250 and 254.
Just stick that in a file called update.nus or whatever, then open NUSD, tick Pack>WAD, and then load the script.

There are stub IOS in that, I only changed IOS60. If you are installing 4.1, it doesnt matter if the other IOS are stubbed.
quick question, how did you create the script? I want the same but for 4.1U, I would need only to change the system menu one from 4.1E to 4.1U I guess.. but still would like to know since I dont want to install stubs
I made this one by simulating an update for Europe, then changed the versions of System Menu and IOS60, and removed the IOS222, 223, 249 and 250 stubs.
If you really don't want any stub IOSes, get these IOSes (not all are guaranteed to work on every Wii, though):
IOS11 v10
IOS16 v257 (not on NUS, it's from the Wii Backup Disc ISO)
