The picture upload space does not allow you to upload a picture using IE7. I cannot use firefox on this computer because it is a shared computer. I have used firefox (on another computer), and it works. Possible to be fixed?

There is a simple explanation, but first I will answer your question.
No, it wont work, because IE (and all the versions of it) sucks.
Now, how to fix this, put the Program Files (My computer > cdrive>program files>mozilla firefox) on a usb or cd, then run it straight from there.
