I think that may be the game Itaka Street (or something), which is a board game which combines mario and dragon quest.

Yep. That is the board game that collaborated Dragon Quest Monsters with Mario. Kinda like Mario Party, but with a combination of characters from both games. It is called "Itadaki Street DS - Dragon Quest Super Mario (J)" and is game #1157

Monopoly has a history of having truely horrid video game conversions. I think the rights owners always go for the very lowest bidder in making versions of their game, thinking it will sell on the name alone.
Besides, Monopoly isn't that great of a boardgame anyway, there are much better ones IMO. Settlers of Catan is great (and has several free online PC versions), as is Puerto Rico (though it's a bit more complex to get into).

I'm going to agree on the no good VG versions of Monopoly, there was a pseudo-3d version of Monopoly for Windows in maybe 95-98 that was fairly decent.
