So the U.S. config disc is on wiikey.cn now. But after downloading it, I open it with IMGBurn and IMGBurn tells me it's an invalid ISO layout.

I think it's just messed up if it's giving you trouble as well. I've never padded any previous updates or config discs and they've all worked fine until this one.
Sucks..You'd think with all the extra time they spent on it that they would have made sure you can open it in IMGburn heh

SOLUTION:
1. Extract the downloaded archive in winrar
2. Open winrar and then open the extracted cfg.1.9x.us.iso file
3. Double-click that file in winrar
4. Extract what looks to be the same file to a different location
5. Burn!
Tested and works perfect...

and it is confusing, ceelo, because despite the wiikey site and the file name saying it's 1.9s, when you put the disc in your system the menu says 1.4

It turns out the file is still GZipped. That's why WinRar needs to extract it again. But the file is a couple meg smaller (7MB) than the leaked ISO (9MB). And yes, the config discs have always been different version numbers from the updates. If you open the file in a hex editor, you'll see "wiiKeybase1.4". I guess the person who updates the web site doesn't know (or they did it just because many people get confused about them).
