Strange DLC problem...

Wait, which type of DLC is this? The "300 kb" on-disc/unlock key type? Or actual DLC?
All 8 of the DLCs for the game were compiled with the "psDLC" tool. Somehow I don't really think Jailbreaks disable DLCs because I'm still able to play DLC #1 on the game's list just fine (Content ID: JP0177-CUSA08425_00-DLCXSMPXXXXXX000), which I'm 99.99% sure is an unlockable story DLC.

psdlc no longer works aside from themes, because themes use a generic license like the c00 ones on the ps3. all they require is the content id, and any theme should unlock. I've never found one that didn't.

@godreborn ...Dangit. Did you get my message a couple of days ago about my opening the addcont.db file in the DB browser for SQLite? The closest thing I saw to an "enable cell" is the "status" column inside the "Browse data" tab. Where do I go from there?

You need to do some research because yes paid dlc can be converted to fpkg. Not just free versions. So I did answer your questions.

Not all DLC is tied to an unlock fpkg only. If the assets for the DLC don't exist in the base game or an update, then I wouldn't expect the DLC to show up.

My best guess is that the missing DLC from the in game list require a fpkg with extra data (i.e. the needed game assets).

No, you can't.
Converted to "fpkg" is useless by the way unless it runs. You can "fpkg" any type of paid DLC that's NOT an unlock key, but it won't run. :)

This gets brought up countless times on here and more savory forums (because let's be honest no one here cares about the law anyway, the toxicity in every non-console related section would make a free speech absolutist cry in horror, it's like 4chan...) and it is not possible. You need actual keys. There's no way to fake the keys to let it be signed.

"Paid DLC" can be pirated the same as "free DLC" as long as it's literally an unlock key for something already IN THE GAME. And companies absolutely deserve that to happen, because fuck anyone in the ass who thinks it's okay to re-sell the same bits of data they already bought.

When I had inquired here if I would be able to download AND USE LITERALLY FREE DLC (not unlock keys, but still free) for a game (here's where it is too! https://store.playstation.com/ja-jp/product/JP0082-CUSA05408_00-APPCONVPS4XXXXXX) I was told that it is not possible without an actual CFW.

Surely you can prove me wrong here for something that is LITERALLY FREE?

You are correct about the keys but they can be brute force and if you look around some you can find dlc that has extra data like stated above your post that has nothing to do with original fpkg.

Good example is phoenix rising 2 of dlc one especially uses assets that are not part of the game.

They can't be brute forced if the only method you're showing requires physical access to two consoles, one of which obtaining it lawfully. :)

That's not piracy to place something you lawfully bought on one console to another one you own.

Also imagine having two PS4s lmfao.

Anyway, another idea I tried was to try to compile the DLCs using modded assets from the PS Vita version's DLCs (which I actually do have and do work) with fpkgtools. Now I do realize the craziness of this idea, but it did seem like a good idea at the time. After all, they're from the same game, from the same region, and most likely have the same file/directory structure; plus both versions of the game have Cross-save support. The only differences I saw were the Title IDs, the Content IDs, and a few files in the Vita version that aren't in the PS4 version(e.g. clearsign, keystone, etc.).

I say try it might work if assets are the same but if it includes textures might look downgraded on ps4.
