Strange DLC problem...

I've been wracking my brain trying to figure out what's wrong with the DLCs I have for Toaru Majutsu no Virtual-On (CUSA08425) for almost a year now. For some bizarre reason, whenever I try to install any one of the DLCs for the game, it's always detected by the game as the first one on the game's DLC list; the Content ID of which is: "JP0177-CUSA08425_00-DLCXSMPXXXXXX000". Any and all other DLCs simply just refuse to show up in-game.

Some important things to note:

1. The DLCs, the game itself, and the most recent update I have for it are all fPKGs.

2. I'm currently running a Jailbroken PS4 on firmware 9.00.

3. I've literally tried & used just about every tool/method of creating DLC fPKGs, & have gotten the same results every time.

4. I know that the game supports cross-save with the PS Vita version, if that helps any (though I think you need PSN for that).

5. The game was delisted from PS Store in 2019, which may be why some of the tools I've used don't work.

I need to know what I'm doing wrong, so that this problem can be fixed.

Just a thought might not be but I figured why not. Make sure sfo Id is correct and different for each dlc as well as fpkg name. Possible if same overwriting.
I've double-triple-quadruple-checked everything. Title ID, Content ID, you name it, I've checked it.

@godreborn I can confirm with 100% certainty that they are all fpkgs. I used Leecherman's PKG viewer tool to confirm that.

@godreborn I can confirm with 100% certainty that they are all fpkgs. I used Leecherman's PKG viewer tool to confirm that.
I haven't a clue now but suggestion I would try different GoldHEN probably starting at 2.1.2 because above this has cheat menu and ASLR disabled could be like Dragon Quest Warriors.Fyi dqw will not run fmv and scrambles some text in game if ASLR is disabled.

I haven't a clue now but suggestion I would try different GoldHEN probably starting at 2.1.2 because above this has cheat menu and ASLR disabled could be like Dragon Quest Warriors.Fyi dqw will not run fmv and scrambles some text in game if ASLR is disabled.
I tried GoldHen 2.1.2 at your suggestion a short while ago. Got the exact same results again. I'm running out of ideas here.

Are you sure they are all fpkg?

Maybe check the addcont.db from system_data. They're likely in there if addcont is showing up in game information. There may be a cell for unlocked, don't remember. Check app version as well. They're either not fpkg or you don't have the right update installed or you have to unlock playing the dlc. Those may be the only three possibilities.

OK, I navigated to system_data/priv/mms/, transferred the addcont.db file to my pc via ftp and looked at it though a hex editor. All 8 of the game's DLCs are in there. And they all say v1.00. But what did you mean when you said there might be a "cell for unlocked"? The base game itself is v1.01 and the newest patch is 1.05.

Hey guys, I just downloaded the resident evil 4 remake, the game base pkg and the update installed fine but, i'm facing problem installing DLCs (all of the dlcs has same problem) the error code CE-35659-8 can anyone help me how to fix it!!

check psdevwiki for a possible explanation of that error code. just google ps4 error codes, which will likely bring it up.

I had the same issue apparently that set of DLCs are dumped improperly or just corrupted. I tried another downloading source and all of them work
