Nintendo has made changes to the GBA ROM that I do not understand. I couldn't get the GBA ROM to work with common emulators.

Since this is online only and should not be owned, is it legal to back up and retrieve the contents?
For the same reason as backing up a ps+ game on a ps3 for example.

This is true, but this is only an automatic nsp expansion and rom conversion. If this action is considered illegal, shouldn't this tool as well as the nxdumptool be considered illegal? I do not see a problem with this tool either, since nxdumptool is introduced by gbatemp.

Here's a gun that can be used to rob a bank. Don't actually ROB the bank, but here's the tool to do so.

Same diff. The tool itself is not the illegal part. It's the action(s) you take with the tool(s) at hand.

Backing up the roms is a gray area, the only legal way is if you already owned the games. It's the equivalent of find them online and downloading them yourself.
