If you want to buy from US Eshop you need a US credit card, US Paypal or Eshop Card that work for US Region.
Probably not, unless you have a card that allow you to buy stuffs from other country then it probably won't work, you can try but good chance it won't work, you might have to buy eshop card instead.
Before the eshop releases here, any international credit card were working on USA eshop. Now just few specific ones from specific banks do work, and you may get a renew card that do not work, so the best and cheapest way from Brazil (I guess is the same for Mexico) is to buy a prepaid international card printed in the USA. It's easy to get online, but keep an eye on recharging methods (if you will be able to do the charges from where you are).
There are websites that sell USA keys, it is cheaper for older non-nintendo games, for everything else, even with the prepaid card fee, that it still is the cheapest. Those websites do sell prepaid nintendo cards to fill your account with funds, that will work, but it's more expansive than a card.
For region, set up your account on a tax free ZIP. I use this one: 97330, from Corvallis, state of Oregon. Keep in mind that those tax free laws change from time to time, so a "good" ZIP may become bad and vice versa.
You don't need VPN and you will not be banned or get any restriction on your console or account.
