So I charged my 3DS after like what four years? And when I turn it on ready to feel the nostalgia kick in I get the boot ROM 8046 error I have never homebrewed it at all I did was take out the SD card and use it for my Wii. (which is probably the problem.) my 3DS was never homebrewed though. I tried almost every YouTube video and I’m getting nothing starting to give up at this point. So, any ideas? I’m desperate.

Look for a hint in the list of known error codes
https://www.3dbrew.org/wiki/Bootrom#Error_Codes

It might help determining the cause of error. If it is software caused (unlikely without having used CFW), ntrboot can be used to repair the damage. You should be able to boot into GodMode9 with ntrboot in any case. This will show if the NAND is physically working (Can it be accessed? Does it contain the normal stuff?)

YouTube videos aren't gonna help you, especially without an ntrboot flashcart.

Leave it a few minutes on the bootrom error if there is the slightest chance somebody is playing a prank on you and installed a splash screen simulating the error.

Ok, I checked the wiki, and it seems like my NAND isn’t found, so do you know where I can get a new one or any 3DS files for my SD card back? (sorry for the extremely late response.

Since your system has never had any software mods then the only way you could get that error is for the hardware itself to fail in some way, and no the SD card is not needed and using it elsewhere wont do anything.

It dead, Jim... Well unless you feel like going at it with a soldering iron and maybe a NAND replacement.
Cheaper to just buy another one TBH

Do you know where I could buy one? I'm on a budget of $250 or less

That is bad news. Could be corrosion, could be cracked solder balls below the NAND, could be bad capacitors somewhere making reaching the NAND impossible. Could be a lot… and it goes way beyond my knowledge. I'm afraid a true expert (locally, not online) in electronics would be needed to troubleshoot the board.

"Just get another one!" is the easiest and currently probably most cost-effective solution. However, this is again "-1" for the number of an out-of-production console.
You could interpret "another one" as a different complete unit, or as a working motherboard. Please note that motherboard replacement – while not needing any tools beyond a good screwdriver and some plastic tool for opening flaps – isn't fully trivial. The ribbon cables are easy to damage. So are the ZIF connectors. A lot of patience is needed (and I recommend looking at ifixit.com and some videos).

It is entirely possible, if the screens are both working and the case is in good condition, to sell the faulty unit if you do not want to replace the board (or even have it repaired if possible). Somebody else might want to do it.

any 3DS files for my SD card back?
Files on the SD card are encrypted. It's not impossible to decrypt them – but only if you have a QR code for a Mii generated on your 3DS, or if you can run homebrew on another 3DS that has your Friend code in its Friend list. (It doesn't necessarily have to be a full CFW install.)

Yo. I’m back on GBATEMP. And since it’s been a while and probably nobody’s ever going to see this current, I was wondering if there is any sort of update to fix my 3DS XL, it doesn’t matter if I even have to sell my kidney. I just want my memories back.

Why shouldn't anyone see this? Of course we see it. But sadly nobody can do anything useful over the internet to help you.

Sorry to hear your 3DS contains irreplaceable data (you should not offer your organs though). Data recovery on broken (but encrypted) devices usually requires fixing the hardware fault. This is something only a real (not a self-proclaimed) expert in electronics can do. Any attempt by somebody not knowing what they are doing can and will make things worse and might lead to killing remaining possibilities (if any). It might require service manuals and/or schematics and deep information about the board in addition to experience with the device type.
I know there are specialized experts for Apple IOS devices and maybe for certain Android phones for just that:
"My phone fell down/got struck by lightning/got water damaged; the baby pictures of my kids are in there and only there and now I want them back so badly!!"
My cynical looking signature is there for a reason. Such specialized services are expensive and… well specialized on certain devices. I've never heard of anybody specializing in 3DS, since there usually isn't so much important data people would be willing to spend a fortune on recovery.
===

Anyway: You must find out if there is damage on the board – theoretically fixable for an expert – or if the NAND chip is toast (Game Over). We can theoretically read out the OTP with ntrboot, but that won't help us decrypt the SD contents or access the unreachable NAND. For decrypting the SD card we need KeyY from movable.sed. This can be retrieved by Seedminer, but it will require the friend code of the broken console saved in another unit before the damage (or a Mii QR code → https://3ds.hacks.guide/seedminer-(mii) created before the damage)
