So I hacked my 2ds before. Streetpass stopped working, even with updated system and application. So I deleted the title and ticket through FBI thinking I can redownload it... NOPE! I tried to get it back through all wsays pretty much. Even reformatting my 2ds. So Im stuck now

0% chance you actually looked. So easy to find.

/thread
Oh that arrogance! "/thread" How nice.

You are actually suggesting to prefer "Google it!" over first trying more sensible things than downloading stuff (system title CIAs in this case) from random locations on the internet… while believing everything is said with your idea.

As I don't share your opinion and you thankfully don't have moderation privileges to end or lock a thread, I'll just continue anyway.

I have no idea where the idea of sacrificing personal data ("Format System Memory") comes from. Deleting stuff does not repair any damage on the firmware. Why would it? Seriously. I hurts reading this again and again. "Something did not work, so I chose to simply delete everything, but it still won't work." → :cry:

Please elaborate: Did you try official system update after deleting title and ticket in FBI? That is what I just did. As expected the missing system title was repaired by the updater, no problems, no searching the web, no big deal.

First thing to try on missing system titles is an official update. Also try official update through Recovery Mode if the updater fails.

======================================================
Before doing anything of the things below:
  • Check your SD with h2testw or F3. Only use a checked SD
  • Backup the NAND. Some people think backing up the NAND isn't needed when something is already wrong. More backups are always better.
======================================================
Other options besides "Google it and download the CIA file from some shady location" would be restoring a known-good NAND backup (safe, not forced or full). This might make installed titles disappear (missing tickets) but this can usually be repaired by faketik. On the other hand, you just nuked your profile anyway, so a restore could bring things back (unless you didn't remove the SD: As far as I know it will destroy the installed titles if it can).

Last option I can think of would be CTRTransfer, which I wouldn't recommend unless everything else fails. CTRTransfer is often casually suggested, but it is an extreme thing (like NAND restore also is) and often overkill.

Once you have hopefully repaired the system: Please backup the NAND again and store the image in multiple locations.

Good luck and have fun!

He didn't even search for it lol
It takes 10 sec to find with any search engine and you can verify the hash.

Yes, there is this not-a-shop "preservation" piracy site I won't name here, containing virtually anything that every has been available for the 3DS. They should also have the universal legit versions of system titles, because anybody can simply dump them (and retrieve them legally right from Nintendo as I did this morning).
Yes, there is the possibility to verify tmd and tickets (as if most people would do this).

See, my point here was the "/thread" you posted. Offering the option to search for a CIA is okay and good, since you are very right with the assumption that finding it is very easy. Just "ending" the topic with this is questionable for me. There is more to be discussed than just "Download+install CIA, problem solved, kthx. Next thread."

The unneeded damage ("Format System Memory") needed to be addressed in a few words. Additional comments about preventing damage for the future; an advise to actually check for universal legit CIA of a system title. There might be bad search results, stupid ROM sites. I'm too lazy to look this stuff up now. Additional NAND backups should always be mentioned, same for SD checking.
