Most of the code for Legacy is based on pocket edition as a matter of fact. Pocket is alot easyer to port
No, when the Xbox 360 version first released the feature set is identical to Beta 1.6.6 . PE feature set wasn't even more advanced than Indev at the time. Where's the source of the fact you got

Wii U as well as the 3DS port was in fact developed in C++ So it wouldn't be a jump if they made of modded pocket edition to hell and back.

Wii U as well as the 3DS port was in fact developed in C++ So it wouldn't be a jump if they made of modded pocket edition to hell and back.

Weirdly enough, that's only true for the 3DS where it is a PE port. Wii U and all the other 7th gen console port while coded using the same language, it's coded entirely different with different engine by a different team.

Makes you think huh? ill fold (Because im not in the mood to argue with you), makes you think that they should of used bedrock as a base as it would of been easyer

You also have to think though, they had to maintain multiple versions of the Legacy Generation on multiple different platforms, each of which used a different structure ( Hence their discontinuation in the first place, maintaining all of those was deemed too straining ). So which do you think sounds preferable to Devs who just want the finished product?

1: Using the Legacy Engine and Functions which were already being developed before Bedrock reached a state where it could be actually usable and / or even wanted on Consoles.

Or 2: Halt development just so they could wait for Bedrock to get up to speed when development for the Legacy versions was already past the point of Bedrock?

Keep in mind that they were also tailoring each and every Legacy Port to fit the CONSOLE in mind, and waiting for Bedrock to reach the same point in the Development cycle, ontop of optimizations and / or changes to fit the style of a Console would have just been more of a pain as opposed to going with using a underway / mostly finished product in the first place.

The only reason the 3DS Version used a port of PE ( Bedrock ) is because at the time is was less demanding and fit the Console's Performance level better. Even at the time of it's release it was deemed inferior to the already existing Legacy Editions.

Honestly, I thought they would use bedrock as a base for legacy and updated to the code to work on said consels

It was developed independently of Bedrock by a different studio. For example, Mojang were the main developers of Bedrock which was intended (originally) for mobile devices. However the Legacy Editions were made independently by 4J-Studios, they were simply contracted by Mojang to create said Legacy Versions.

There are indeed some similarities, but they are not based off of each other. Take this from someone who quite often dealt with editing, analyzing, and creating things from multiple versions of the Legacy Executables. In short - different studios, different methods of creation, just contracted / owned by the same company.

Huh, oh well ill fold. I still kinda think that 4J used bedrock as a base for the consoles and modded it to there liking
