So it seems earlier today the raid event block files for the eevee spotlight have been uploaded to the project Pokemon Event Gallery github page.
pkhex describes the names of what file corresponds to what in the block

so following the block import guide that worked perfectly for swsh (raid events that have been downloaded) I tried to import the eevee blocks: https://projectpokemon.org/home/tutorials/save-editing/gen-8_157/block-editing-r106/ and imported them like in this image:

However, event raid dens are not being generated in game. I was wondering if anyone else has managed to get the eevee event to work. This save file has never been online so I wonder if I am missing a flag or something that needs to be enabled or if we just won't be able to do the event bcat raids without first going online.

I couldn't get it to work. I did the same thing you did: I imported the respective array blocks under the correct categories inside PKHeX, saved the file. Prior to finding this thread, I read that you need to go into the Raid Parameter Editor and set the Content flag to Distribution, like so:

I tried setting a few raid dens to this Distribution flag, and it worked! Kinda. It changed the flags of the pokemon that were already generated to Distribution raids, but the pokemon weren't Eevees, which makes sense. See the "Seed" flag field above in the same raid paramter editor window? I think that flag needs to have the Eevee seed number to generate a raid den with an Eevee and have its Content flag set to distribution.

After hypothesizing about this, I thought that I would set my system clock to 23:59 for 11/26/22 and let the system clock roll over to the next day in-game and let the game generate a brand new seed in hopes of having some Eevee event dens spawn, but there weren't any, unfortunately.

If you really wanted to, you could fake the event by finding out what Eevee's raid Seed flag is and enter it manually, but I wonder if you are right in that we may need to have some other flag set to 1 in order for our offline games to generate the correct dens.

I tried to do that too and got nothing too D: then I decided it wasn't in the time period and tried to move it into the time period. then I tried toggling some of the other flags etc which wasn't very succesful. For swsh at least it began instantly generating event dens rip without messing with seeds

The only thing I can think of that would work is to somehow find someone that has done the event legit, obtain their save file, and pull the Current Seed number from field next to the Save button and use that seed to generate a new set of dens. Other than that, I don't know what else we can do.

I also tried this last night and tried to change the date a bit, maybe there's another block needed to make the game start spawning the raids. I wonder if someone from development could elucidate since they uploaded the files, they might know something. Also: noticed there's a new pkhex update, i was on the old version, might that be also the problem?

I found what we were looking for: https://projectpokemon.org/home/files/file/4840-poké-portal-event-01-eevee-spotlight/

I haven't tested this out yet (and I don't know if we can still do this since the official window has elapsed, but should work if dates are correct), but in addition to the four files, there is fifth file called event_raid_identifier that we were missing that we also have to import to get the raid to actually trigger. I suspect this may be the missing link we were looking for. Also, they will be posting the files needed for any future events.
