The Asahi Shimbun reports that the bill has been put on hold. Manga artists Go Nagai, Tetsuya Chiba and Machiko Satonaka appeared at the Tokyo Government Office on March 15 to show their opposition to the proposed legislation.

As Kotaku pointed out previously, Nagai and Chiba are two of the most well-known living mangaka (manga creators) with Nagai responsible for magical girl manga Cutie Honey and robot manga Mazinger Z and Chiba for iconic boxing manga Ashita no Joe. Shojo manga creator Machiko Satonaka received a Lifetime Works and Cultural Activities award from the Japanese government. All three are big time, mainsteam Japanese mangaka, and their opposition to this proposed legislation shows just how unpopular it is with the manga industry.

At the March 15 meeting, Chiba told those gathered that the proposed legislation can be "freely" interpreted and would affect manga character "despite no living beings being hurt".

The Tokyo Metropolitan Assembly will not vote on the bill this month, but will instead continue to deliberate on the proposal. Those who are against the bill have criticized how it limits artistic freedom. It is important to also note that it isn't only manga creators or computer game creators who are against this bill, but Japanese politicians as well. Limiting the freedom of artists has much larger implications.

Kotaku has pointed out that the proposal, submitted on February 24, would amend the Metropolitan Tokyo youth welfare law on child pornography and limit the manner in which "nonexistent youths" are represented as well as clauses that call for the filtering of images of minors online and via mobile phone. The "visual depictions" are understood to encompass underage characters in manga, anime, computer games and video games — i.e., virtual characters.

I lost my respect for the japanese people. People wouldn't take it so lighthearted if it wouldn't be drawn in manga style. Let's see what happens when one artist decides to draw child porn without releasing it as a shitty manga.

This happens regularly and is accepted (or rather tolerated) as it should be. Although it isn't child porn, because child porn requires a child. You know, one that exists.

You cannot hurt a pretend child. I don't give a fuck what people think is "sick," prosecuting someone for fapping to an imaginary child and causing harm to no one is thoughtcrime and far more disgusting than the asshole fapping to it in the first place.

Agreed. Think about this. You have some people out there that are turned on by small children. Would you rather they were harmlessly fapping away to anime depictions of young children, or would you take that away from them and leave them with no option but to turn into full-blown kiddy fiddlers? As for people being offended by the images of kids in anime etc, the old and simple truth or 'just ignore it' works just fine here. If you find something offensive, don't watch it/read it/play it/whatever. You can't please everyone. But why exactly should other people who do like these things be denied their personal liberties so that you can get your own way? What makes you better than them?

I want it on record that I am STRONGLY against anything that does harm to kids (one of my female companions has suffered at the hands of those kinds of people) and I do not support this bill. I see it as an attack on artistic freedom, which as a trainee games designer pisses me right off, and I also believe that such images must do more good than harm if you think about it for a moment.

But won't these pics ir images just encourage people to do the same thing they've seen to real children. I think illegalizing this whole childporn thing would sink the child abuse rate.

While I agree that child porn and any drawn versions of it is disgusting and perverse, I don't see who could benefit from banning these drawings. As other people have said, no real kids were hurt and this will not stop or encourage people to molest children.

Like someone said before, if your way of reasoning is true, then there would be many more cases of rape everywhere in the world due to normal porn. And do you think every rapist raped because a porn video taught them how?

There's no data or evidence suggesting loli/shota porn increase or even lead to the sexual abuse of children. If someone was going to sexually abuse a child, they weren't going to need a crude manga to instruct or persuade them. There is nothing wrong with providing safe outlet to a moral crime such as pedophilia
