A while back I ported the 4.0 hacks.ini to 4.1 E and U.
Some people have reported that the U hacks didn't work properly, so I've decided to re-port the hacks.ini. I have also ported the hacks to 4.1J.
Here you go:
4.1 J/U/E hacks.ini:

I have tested the hacks in this hacks.ini and they all work.
Here's a basic rundown on what they do:
Replace Health Screen with Backmenu:
Replaces the health Screen with the "System menu Reloading" animation.
Auto-Press A at Health Screen:
Automatically presses the A button for you at the Health Screen.
Block Disc Updates:
Does just that.
No System Menu Background Music:
Does just that.
No System Menu sounds AT ALL:
Does just that. Sounds from channel banners will just continue to play instead.
Move Disc Channel:
Allows you to move the Disc Channel just like any other channel.
Remove NoCopy Save File Protection:
Allows you to copy (but not move) save files that would not normally be allowed to be copied (e.g. save files for wifi games).
Force Disc Games to run under IOS249:
Does just that. games will give #002 error if your currently installed IOS249 doesn't fix #002 error.
Recovery Mode (DISABLE below hack first):
Boots the System Menu into Recovery Mode (not that you'll need it if you have preloader installed). make sure the "Recovery Mode press RIGHT on gc pad 4P" is disabled before enabling this hack.
Recovery Mode press RIGHT on gc pad 4P:
Boots the System Menu into Recovery Mode, but only if d-pad right on GC controller #4 is held down during startup.
Region Free Wii Games:
Does just that. Make sure the game you are using can support your Wii's video mode setting.
Region Free GC Games (no VM Patch
):
Does just that. As of 4.0x, this hack does not patch the game's Video Mode, so make sure it matches your Wii's video mode setting.
Region Free Channels:
Does just that. Also regionfrees the SD Card Menu channels.
Force Disc Region to Wii Region:
I personally don't use this hack so I'm not so sure. AFAIK it tries to force the currently inserted Game Disc to use the same video mode as the Wii's Video Mode setting.
Blackscreen at Wii System Menu startup!:
Does just that! Useful to stop unauthorized access to your Wii. Of course you know to just hold reset to boot to preloader to disable it, right?
