Hacking WUP Installer wont install wii games only

Im about at the end of my rope here I don't know what else to do. I have ran multiple wii isos through TeconMoons WiiVC Injector, and added them to the install folder. I am fairly certain there are no special characters anywhere or folders within folders. WUP Installer GX2 just straight up doesn't show it as an option, and WUP Installer Y 1.3 says "Error: MCP_InstallGetInfo 0xFFFBF3E4. Confirm complete WUP files are in the folder.

What is strange to me is all files from Wii U USB Helper have worked fine, and all GameCube games I have ran through TeconMoon have worked as well. It is only wii games. I am on a new SD card and Flash drive so I know that isn't it and everything has been formatted as needed. Anyone have any tips?

I think I found the source of the issue now but don't know how to fix. I have gotten a few games to work and compared the contents of the folder with the non functional ones, and the only file missing from the broken ones is 00000000.app. I don't know why only certain games don't have this after running them through the WiiVC Injector though. Not sure if it is just bad iso files or something more
