So to be more precise, today I used my 3ds as usual, decided to download a cia and turned up the 3ds, at first I wanted to delete an old game, but FBI didn't allow me to do it, I ignored that and then proceeded to install the cia on the 3ds and... FBI didn't allow me:

Failed to install CIA file.
Result code: 0xD9004588
Level: Permanent (27)
Summary: Wrong argument (8)
Module: FS (17)
Desc: RSA/Hash verification failure (392)

I closed FBI and now all my games were gone. Now when I open FBI and go to the "Titles" section, this appears:

Failed to populate title list.
Result code: 0xD9004588
Level: Permanent (27)
Summary: Wrong argument (8)
Module: FS (17)
Desc: RSA/Hash verification failure (392)

(yeah, the same thing)

A friend told me to use h2testw to see if my memory has a problem, so I used h2testw to scan the memory and at the end it says "test finished without errors".

What should I do now? My friend also told me to take all the files from my old memory to a new memory, but, will this really work? or I'll be waiting six hours for nothing.

Sorry for my bad english btw.

tienes que entrar a la eshop o a la sd mediante configuracion para que te salga el mensaje de que la sd esta dañada, formateas y listo.

Sounds like the title.db/import.db on the SD card might've gotten corrupted. Just a guess though.
Try another SD, and see if installing/launching games is working?
If that works, your current SD card is either corrupted or dying, but either way, you might have to start fresh, I'm not sure if there's any way to recover the games and saves from the bad card.
Edit: Didn't realize how old this thread was.

This is an English speaking forum and all posts have to be in English. If you post in a foreign language also post the translation in the same post please. Also, you didn't tag or quote them in your reply so they probably won't see it.

I do not know why you are replying to a message from four months ago in something other than English.

But as long as I'm here:
A friend told me to use h2testw to see if my memory has a problem, so I used h2testw to scan the memory and at the end it says "test finished without errors".
h2testw is only effective if the SD card is completely empty. To test a card, you should copy everything off of it and then run h2testw. If the empty card test finishes without errors, then you can copy everything back again. (Sometimes just doing that can fix the problem; otherwise, you'll need to try to rebuild the corrupted files.)

Since there is uncertainty about data corruption, Roadkil's Unstoppable Copier is best used to copy the data.
