ROM Hack can some one help out with getting homebrew on the new 2ds xl and the new 3ds xl

You just follow the instructions on the guide. All 3DS systems are hackable without having to buy anything (unless you don't already have an SD card for the 3DS).

Read everything on the page you're on and click next at the bottom to proceed.

Did you read that page you were linked to?

None of this is very difficult, but if you don't have the patience to carefully read instructions, then maybe you should reconsider installing CFW.
