Hacking Would it make sense upgrading from a hacked Wii to a hacked Wii-U (in 2021)?

You will also need a Y cable for your HDD to get enough power, and this will reduce the number of available usb ports.
Would using powered hard drives bypass the need for Y-cables? 'Cause I could run two hard powered hard drives and have a couple ports left for a Gamecube controller adapter.

The Wii is still better for emulating 8 and 16-bit systems on a CRT TV since it outputs native 240p and the Wii U can't do that. Supposedly, the Wii U also introduces some input lag on GameCube games. I've never noticed this, and if you're playing on a modern TV there's inherently going to be some lag anyway. In practice it's not a big deal at all. As for latency on the gamepad, I can beat everyone up to and including Super Macho Man on Mike Tyson's Punch Out no problem (I can't beat Tyson anymore even on original hardware).

So, the main difference is that the Wii can output native 240p and looks fantastic on a CRT TV even with composite cables. The Wii U is the better option in almost all other regards.

I know that isn't what you meaned but you can play all Wii games on the gamepad: It contains a sensorbar. So The Wii U gamepad + a Wiimote is a semi-portable Wii... ;)

just because of Nintendo stupidity of restricting the power of the USB ports.
You'e able to remove that restriction. I can't find a link right now but there's a small regulator electonic near the USB ports. Easy to bypass with basic soldering skills. The most simple unlimiter mod i've seen so far is this but note that this is technically not bypassing the restriction but soldering a Y-Cable directly into the Wii U. So both ports share their energy:

Another one is to connect these 3 dots, that one bypasses the regulator completely:
