when a game is pulled from the steam store everyone who owns it already still gets to keep it and it’ll stay in your steam library

Generally yeah then should a game stop being sold (no rights to sell components, they don't want to compete with themselves) then as long as Steam is around then the expectation is you will be able to grab it.

However you may wish to look up 1984 and Kindle.

Depending upon where you are in the world then if somewhere bans a game such that owning it is a dubious act (rare, mostly places just make it illegal to import, sell, advertise or give away but who knows at this point) then stuff could happen there if Valve (or whatever owns Steam at that point) decides like they like money more than principles (and you can't eat principles, as many will doubtless tell you).

This. I forgot the name, but I've seen it happen that a game in my library was 'removed' from steam, but I could just download, install and play it.
i remember when gta 4 was removed due to games for windows live stopped producing cd keys for gta 4 so rockstar had to remove it

i still had gta 4 in my steam library (and now its the complete edition free eflc dlc epic)

I meant removed entirely from the servers, not just from the store.
The fear is real! Digital games are becoming more and more cheap, also the services are getting better.

Look at how Microsoft consolidated their online service into every new console. You can still buy 360 games in Xboxlive and play them on your series X/S, One etc. Even Sony is doing better with the ps4 to ps5 compatibility.

Nintendo is the worst in this by shutting down online service on older hardware and rendering your purchases useless. Games are getting updated for better hardware making them look and run better. I would worried about 3DS and Wii U eShop, not Steam.

Steam has a good grip of things and knows that it will cause a RIOT if they do something like taking away a game you paid for.
