depends. the most common way is to put it in private/WII/title/product id (can be found on gamefaqs)/then rename the file to data.bin. if it's a decompressed bin, then savemanager gx will work. it needs to be named correctly and there must be a save already on the system with savemanager gx only. the first method is the most likely, since gamefaqs frowns on hacking.
it's probably not decompressed. decompressed saves look like this:
you don't use ftp. put the save on your sd card. that's where the private folder is located. you don't want a save game on the nand when you transfer the save in save data settings in the virtual wii, because it won't transfer then. you only need saved data if it's decompressed, which it likely isn't.
the wii u should create it for you when you go into the virtual wii iirc. I know you don't have to create go into data management or saved data management, then exit out, remove the sd card, and check it.
