If the cartridge slot firmware is newer than the emuNAND FW (typically due to updating OFW sysNAND) game carts will not work.
Typically, you would play your legit games on OFW sysNAND so that you can get updates for them and use online.

nvm, i was editing the BCT.ini in /atmosphere rather than /atmosphere/config
