I was following the A9LH to B9S guide when i ran into a problem.

I got through section I easily, but ran into trouble with section II, specifically when it asks you to boot into SafeB9SInstaller.

I tried holding start multiple times, but always end up loading into the menu.

Currently on Luma 7.1

Can anyone help me with this issue?

If you're on Luma3DS v7.1, then you are not on A9LH; you are on an outdated version of B9S. Follow this guide instead:

Thanks for that, started to use the proper guide, but ran into a similar problem as it now asks me to load the Luma3DS chainloder menu by holding start, which still doesn't work for me. Just loads straight into the 3DS menu.

I know my start button works (used the Luma 7.1 menu) so i'm not quite sure whats the problem.

Please boot the system while holding Select. Which version of Luma3DS is displayed at the top of the configuration settings screen? Is it 7.1, 7.0.1, or something else?

I have a feeling it's because you already have the Luma3DS v10.1.3 boot.firm on the root of your SD card, and it's booting 7.1 off your NAND and trying to chainload from there. Replace the boot.firm on your SD card with the one from this:
https://github.com/LumaTeam/Luma3DS/releases/tag/v7.1

Then, resume the guide from where you left off.
Oh wow looks like you were right! Chainloader works fine now and even got some options for Luma i've never seen before.

Thanks for your help man much appreciated!

No problem. When you are finished with the guide, you need to make sure you follow the Finalizing Setup guide again, particularly
Section VI - CTRNAND Luma3DS. Otherwise, the 3DS will refuse to boot without the SD card.

One of the sites that weren't blocked on the school's network was some file uploading sites. I would upload some games, write down the URL and take it to school one day.

It was easy to bypass some of the restrictions, as one of the admins left a registry key in the administrative shares drive, which allowed me to get around the blocking of some sites.
