Hardware New Nintendo 3DS says there is 0 blocks of system memory after being formatted

I got a N3ds from a friend for my birthday, I wanted to install twilight menu++ on it but i cant because for some reason no matter how many times if format it the system says it has 0 blocks of system memory, it detects the SD card(which is 4GB) but no matter what I try it still says no system memory. The console is homebrewed and it has CFW I took off both the homebrew and CFW then formatted it and it still says no system memory.

(Please help ive posted on multiple subreddits but nobody can come up with an answer)

Twl nand is separate portion to 3ds nand

try loading fbi from the homebrew launcher. it will tell you how much space is in each partition including twl.
