Launching NNU Patcher with the extra privileges Mocha provides might allow the eShop to work. I know very little about your system and what you're doing to it, but this sounds like your problem with NNU Patcher specifically.

If you already have the Homebrew Launcher Channel installed, you can skip the installation step and do the following:
  1. Launch Homebrew Launcher
  2. Launch Mocha
  3. Launch Homebrew Launcher Channel
  4. Launch NNU-Patcher
  5. Launch eShop

111-9000 is usually caused by a problem with the Wi-Fi connection and/or the router. Is it the same error you received previously when using NNU-Patcher?

Another thing you can try is following the thread here to manually update your Wii U to 5.5.4E:
https://gbatemp.net/threads/updating-to-5-5-1-or-5-5-2-from-lower-versions.478867/

Use my 5.5.2 to 5.5.4 txt file.

By the way, did you modify your vWii in any way? Did you do anything else to your Wii U we aren't aware of?
