Can you show it to me, pleaseAs far as i know, in my limited experience doing cheat codes for 3ds, the default value for game speed or character speed on most games is 3F800000 (1 in float value) (I a have made speed codes for Xenoblade Chronicles 3D or Castlevania Mirror of Fate and this was the default value) but the speed codes are pointer codes and the op say that he dont do pointer codes.
Also, Xenoblade for the Wii have a 60 fps code (you can search it on the web), if you look the code, you will se that only one line of the code is the fps adress, the rest of the code are adress to lock the original values (values of the game running at 30 fps) of certain effects of the game (like melia spells, or cutcenes speed), otherwhise these effect will speed up because of the 60 fps creating bugs in the process. So tecnically, is posible to fix or add code lines to all the codes that the op found to have a better 60 fps experience
