i am using new 3ds gw 11.12,how can i patch it to 11.13?

a little bit long time no touch my 3ds,already forgot how to update it

What is "gw" ?

Regardless, if you are already on 11.8 or 11.12, there is nothing to worry about. Just update normally.

What is Legacy Luma?

I used to run Ninjhax to launch "The Homebrew Launcher".

Unmoded N3ds with Sky3ds.

legacy luma is an alternate version of the cfw everybody uses, but with support for homebrew payloads (this one was removed when luma 8.0 released due to it being "unnecessary" and "obsolete"). It just allows me to run ninjhax and the like, because ever since luma 8.0 you cant do homebrew payloads anymore (kinda offtopic, hopefully it isnt the reason ninjhax isnt working for you).
Anyway, I just tried it again to test it. You might be worrying about the fact that the description is outdated and the payload selector does not allow for a firmware higher than 11.9. Fortunately, the payload for 11.9 worked just fine. I removed my existing savedata on cubic ninja and redid the whole qr reading process. Once done, it worked without issues. So, you should be fine selecting 11.9 firmware instead of 11.13

I did not get you at all. I don't speak english at all.

If I'm not mistaken, you use a CFW (Luma), so you modded your 3DS, right?

And you use that CFW to run Homebrew? Aren't Homebrews supposed to be run on CFW?

I'm so lost, haha.

Why would you need to use homebrew payloads after installing Luma, though? I have never heard of this until now.

Fortunately, the payload for 11.9 worked just fine.
It might work for U or J region units, but the E-region payload was changed with 11.10.

Aren't Homebrews supposed to be run on CFW?
*hax cannot be used if Luma is running. After installing standard Luma, you can only access the Homebrew Launcher by using the Rosalina menu.

Never said it's necessary to load homebrew payloads. I quoted unnecessary because that's approximately what the repo dedicated to this topic on the luma github issue page says (and yes, I am not fond of how the issue was handled, but it's been nearly 3 years since then so I doubt somebody will care more than people already did with legacy luma). That said, I do need to use luma legacy to load payloads because there is no boot9strap compatible luma version that can load homebrew payloads besides from legacy luma 7.1.

True indeed. I forgot about it. Just googling about this though I found on the gbatemp news about the topic itself that there is an unnoficial payload linked at the end that it says to work on EUR N3DSs, which you can perfectly use for another exploit like freakyhax rather than ninjhax: https://gbatemp.net/threads/nintendo-3ds-firmware-update-11-10-0-43-released.539493/. Havent tested it myself because I dont have a EUR N3DS, but it doesnt hurt to try (at worst, force the console to shut down by holding the power button).

Understood – but why would you need to load homebrew payloads after installing Luma?

Back in the day some cool and useful homebrew was still only avaliable on 3dsx. One specific reason for me for example was to test EasyRPG for 3DS properly, and actually install secondary entrypoints because seedminer wasn't a thing yet (and I didn't have an R4 to do ntrboot)

Again: Nowadays it is NOT strictly necessary (in fact, it prevents you from using certain other homebrew). It is still doable for some reason (don't ask me why in the world legacy luma works past 11.8, but it does), but it is not necessary for userland homebrew anymore (at least I don't find any extremely practical uses for it nowadays, rosalina is good enough for all the userland homebrew you might want to use)

How I'm supposed to use it?

Let me re-explain my case:

With my unmoded N3ds and my Sky3ds plus I could launch Cubic Ninja, and then, by scanning some QR codes I could launch The Homebrew Launcher. Am I able to do that? Or do I need CFW? I don't want to unmod my Nintendo

I could be wrong, but if I'm not mistaken, ninjhax loads the payload entirely through QR codes and not from the SD card – so if you can't find a website with up-to-date QR codes for 11.10-E, there's nothing you can do, except maybe try to compile and run the QR-code generator yourself.

If all else fails, you can just download Pokemon Piccross from the eShop and install Picchax. This does not install CFW, but it does everything ninjahax can do, and it's completely free and not particularly difficult.

It has up to 11.9. I always used that website but it failed for me.

I don't mind downloading this or that, all I want to reach is launch Homebrew Launcher without modding my 3ds.

Will try to find a QR code for 11.10-E and if I'm not able to, I'll try that Piccros thingie.
