The guide hasnt been updated yet, so I just want to make sure the NTRBOOT method will still work if I update a brand new 2DS I just picked up today (
11.13.0-45U). It came with 11.8 out of the box. Safe to update to today's firmware then proceed with hack?

Yes, ntrboot is more or less unfixable in that while in theory it can be fixed the fix would almost certainly brick a majority of the (unmodified) systems out there in the process. For seedminer/frogminer you might have to wait for an update to support the new firmware version but that's it.

The bootrom is not updatable by firmware updates and that is where ntrboot resides. Actually, even the software only hacking methods that people have been using still work on 11.13, Nintendo seem to have completely given up on patching anything.
