A note to the mods: I am NOT in any way encouraging ANYONE to pirate DLC, Games, Or anything else. I'm just posing the question

if someone installed dlc for a game, but the dlc's region didn't match the games reigon, would the dlc work? (game patching would be on)

No it wont. You would need to have same region DLC for it to work.

Different region games have different IDs on which DLC discovering is relied. Your title just won't see a DLC from another region.
