Before you go ahead and say that this is a stupid thread/question:
  1. I'm very new to all of this CFW stuff.
  2. 3DSes with a Latin American region can't download DSiWare or any free game required to run Homebrew Launcher (I think), they simply aren't on the eShop for me.
  3. My 3DS version is 11.10. (Needed to point that out)
So anyways, how do I install CFW/Homebrew Launcher with all of the above said? I've tried several times to do that and I have everything set up however I can't continue because of my region and the fact that I need to download/own any DSi game or a certain program/game for me to install CFW on my 3DS.

Can anyone help me? I've been trying to install CFW/Homebrew on my Old 3DS XL for 2 days now.

I think you can change your country to Mexico and access the eShop without having to do any fancy region-changing.

If you cannot download anything from the eShop, then you'll have to get an ntrboot flashcart. Presently there is no other option, especially on 11.10.

I've been trying to install CFW/Homebrew on my Old 3DS XL for 2 days now.
What have you been doing for two days if you haven't been able to access the eShop..?

Well, I can download some titles but not the eShop stuff that is required to install CFW/Homebrew.

For these 2 days, I've been trying to find ways to run the Homebrew Launcher on my 3DS without downloading anything from the eShop.

Just a few countries doesn't allow to install this kind of game in Latin America I guess, I live in Brazil and here it's normal to download DsiWare,if u need, just format the console and create an USA nnid and download the game u need

Just buy a compatible DS flashcart. This is the best answer I can give you, honestly. It will also allow you to play DS games perfectly, without having to use TWLMenu and the like.

I have an R4i Gold 3DS cart, but check out other compatible models in 3ds.hacks.guide

3ds.hacks.guide is the de facto guide on how to softmod your 3DS. Please, don't follow video guides. They are terrible.

Like I said - and as suggested by Mr. MrVtR – if you change your country, you will have access to different games in the eShop. Your country is associated with your NNID.

While there are ways to run the Homebrew Launcher, none of them will help you install CFW if you can't get DSiware.

I have Mario and Luigi Dream Team installed on my 3DS, which came with my 3DS XL, if I format my system then will it delete Mario and Luigi Dream Team from my 3DS completely?

Like @Hayato213 said, yes,it'll be deleted, game and save,u have 2 ways to do that, format and create another nnid with other country on the settings or buy a compatible flashcard and do the ntrboothax method

Since you have already signed into the eShop, that game is now associated with your NNID – I think. There should be something in the eShop that indicates whether you can re-download it.

So, in theory, you could:
-Format your system
-Create a new NNID associated with Mexico (?) that can access DSiware on the eShop
-Install CFW
-Format your system again*
-Associate the formatted system with your old NNID
-Redownload Mario & Luigi

*Formatting your system does not remove CFW, though you will have to copy some files back to your SD card afterwards.

Someone will correct me if I'm wrong about any of that, I hope. ;)

Formatting your system will of course delete your Mario & Luigi save data, but you can actually decrypt that without installing CFW and then restore it afterwards if you really want to.

plus if you managed to access the homebrew launcher you can back up your save before you start using JKSM if you don't want to lose it.
I was thinking of the "hard" way – using https://bruteforcemovable.com/ to generate moveable.sed, using ninfs to decrypt the save data on the SD card, and then restoring it afterwards with JKSM.
