I wasn't sure if it would be an issue removing the card while power off but Auto-RCM was enabled

You can remove SD card any time you want (except if it is being used).
But if your switch is just in the black screen it is not being used so it is safe.

Simply said, remove the SD card whenever you want. But if it is being used (and you have exfat) it might get corrupted (please think before you ask what does "being used" mean).

IThe only way a memory device can get corrupted this way is if it’s being written to and you disconnect it before the whole buffer is saved. If he’s using XCIs he’s not writing to the card, the card is still being used for reading, but the reading doesn’t change the state of the card so can’t corrupt it. Unless Nintendo made something really wrong in the implementation.

I know。so i power off my switch
but i was enable the autoRCM.so power off can't completly power off console
so in this thread my question is “is necessary to completly power off switch to remove SD card？”

Yes it's safe to remove when in RCM black screen, the SD is not mounted then. You can also remove it when the hekate menu is loaded, as long as it's not actively doing anything.

It's perfectly safe to do so, for as long as it's not being used by any program such as TegraRCM or whatever else.
As @hippy dave aforementioned, simply having your switch in a RCM idle state, and removing the SD won't do any harm. Unless the SD card is mounted and actively doing any task like reading/writing date or being read/written to it,otherwise it's safe.
