Homebrew Having trouble with FBI maki edition

So I recently got a 2ds and I installed homebrew on it (steelhax). i tried putting CFW on the console but there was an issue with the ds download play. i have been trying to figure out how to use FBI (even if I can only use legit cias) without kernal access. I understand this is possible with the maki edition of FBI. i keep getting the error Failed to initialize services: D8E06406. I was wondering if there is a way to fix that.

What firmware version do you have? if its over i think it was 10.7 you cannot install legit cias with FBI as that was patched out after that.

If you've been having issues with Download Play, try doing this:
Go to System Settings, then Internet Settings, then go to Nintendo DS Connections and press OK.
If it loads, You're able to install Boot9Strap via Fredtool.

If it doesn't load, and it's a black screen, you can try
https://3ds.hacks.guide/ntrboot But you gotta make sure your flashcart can launch .nds files.
If your 3DS Can't launch DS games at all, Try

an error occurs that says "An error has occurred. Press and hold the power button to turn the system off. Please refer to the Operations Manual for details." i read through the whole English part of the manual and it said nothing about this.

Had you tried doing anything to download play before hand? Or was this something that appeared the first time it was launched?

first time i ever launched download play on this 2ds. i would say it was faulty and return it but i already homebrewed it and i bought it on amazon.

Unless he has an old DSi or DS Phat/Lite that he could use to flash ntrboot to the flashcart, then he doesn't need a working DS mode at all.

Boot9Strap is simply the boot-time exploit that's used now because it's the best. Essentially it's what lets you power on your 3DS and have it boot straight into CFW. It is however a separate thing from CFW itself. Think of it more as a bootloader.

So I don't have a need for it since there is no way for me to get cfw?
