Hey, guys!
I have 3ds and 3ds XL and tomorrow selling 3ds. I haven't used it for a few years. It has rx mod 9.2 I think. Is it still good? Or should I hack it to something new? My buyer hopes it's ready to play games.
Also, It always booted 3ds showed white noise (liek on TV) on top screen and different colors on touch-screen. It booted me to some pink file browser if I press touch. There were rx-tools, somehomebrew thing and onther folders. Only RX worked and every time and I had to chose boot from emu-nand and hold L.

Today I changed theme in menu, rebooted and now it just boots like clean 9.2 3DS. Every time. Anything I can do?

Follow this and when it prompts you to move your EmuNAND, do so.

Would anyone help me learn how I might I load a html file(or a websites worth) on my sd card in the 3ds webbrowser? I understand there were some browser exploits a while back, would this be covered in their capabilities. or possibly some homebrew web browser/ open-with launcher.

Is installing a cia through FBI the safest way of installing a game?
Don't know if by "safe" you mean ban-wise or brick-wise, but using a title installer is the only free (and best in general) way to get your games, and the best title installer by far is FBI, so...

Not installing a game before it's publically released, getting your .cias from known sources and making NAND backups frequently should be enough.

What do you mean safe? Like getting cought by Nintendo?

No I mean like if you were to find a .cia from a trusted source and download it using FBI, that would be the *pretty* safe, right? With the end of freeshop, cia installation is what I’m using now and I’m wondering if it’s generally and commonly safe, ban-wise.

It is safe. Just be careful with installing games before they release, and know that there's always a risk.

Ok. So I just found out today that I can still use my 3ds! It has a broke hinge, but the nerf case works wonders. After a year or so of neglect, I found my homebrew sd card gone.

When I power up my 3ds, it wants me to update A9LH. I have heard that you guys use B9S now, so I was wondering if I even need the A9LH files to update to B9S. I have an sd card here, but it’s not the one with the old files.

Should I just restart from scratch? Or am I safe to transfer and update?

This guide has you covered. You don't need the A9LH files (except Luma and SafeB9SInstaller)

Is there a method to dump/transfer a game off the 3ds that was downloaded from freeshop. Installing a cia onto the 3ds is straight forward but how to do get the game back off?....reverse procedure?

Strange as luck would have it, the top game I wanted to pull off I don`t see on the list. Is there somewhere else the game could be hiding. All the other games show except the one I most wanted.
Is the game in question DSiWare? These are installed to [2:] SYSNAND TWLN and you have to search on this partition to find DSiWare. No idea why this isn't mentioned on the guide. Other than that…?? Normally all games are on [A:] SYSNAND SD and preinstalled titles on [1:] SYSNAND CTRNAND.

My 2ds keeps crashing and loses the save. Every time I reboot the console I have to unwrap all games again like they’ve just been installed. Is this something to with the memory card or is it something that’s happened after an update?

How hard is it to patch 2DS / New 2DS XL? Do I need to dismantle it and do some soldering or is it as easy as patching Wii? Which one is better for patching: 2DS with NSMB2 Special Ed. or New 2DS XL no game preloaded?
