Help? Trying to change ip to download a game released in other country

So yea, theres that game that got released few minutes ago in europe
It only releases tomorrow in canada/usa
I really want it now, I can't wait
anyway, I'm trying to use a France proxy but when I go on www.yougetsignal.com , my ip doesnt change
I'm in Windows 10 internet properties to change it, but seems like I'm total noob

Can anyone help me please?
