Summary:
Japan - free non-piracy homebrew
USA - free non-piracy homebrew
Europe - free non-piracy homebrew

This is basically a combination of Steelhax and Seedminer.

UPDATE: 15 March, 2019
Use this link for steelminer:

https://3ds.hacks.guide/homebrew-launcher-(steelhax)

Everything below this line is outdated
------------------------------------------

Instructions (free non-piracy homebrew for US/EU/JP):
1) Do <link removed - site taken down>
Make sure you save your movable.sed no matter what you do (you could use it for $2 cfw installation later if you like)

Done.

Instructions (free cfw for Japan ONLY - and firmware 11.8.0-41J ONLY)
1) Do <link removed - site taken down>
Save your movable.sed, you'll use it again.

2) Download the free DSiWare game ほぼ日の健康手帳™ (title ID 000480044b454e4a). Translation: Daily Health Notebook.
You can locate the game easily on the eshop by scanning the below qr code on the 3ds:
(hold L+R, then tap the little QR icon on bottom screen, scan below qr, confirm prompts)

40838112-6891e6e0-6562-11e8-8c5a-64b4b55dfc0c.png

3) Once you have your free dsiware game downloaded, export it to the sd card.
Go to System Settings -> Data Management -> DSiWare -> System Memory Tab-> Click on your game (squirrel icon).
Then select Copy then confirm all the prompts.

4) Take out your sd card and go to sdmc:/Nintendo 3DS/<id0>(the same long hex number in step 3)/<another long hex number>/Nintendo DSiWare/<here>
You take that .bin (4b454e4a.bin) and place it wherever your movable.sed file is.

5) Go to https://jenkins.nelthorya.net/job/DSIHaxInjector/build?delay=0sec and follow the directions there to upload your 4b454e4a.bin and movable.sed. Press the Build button after you fill out all the fields except the last email one.
Note: Only upload 4b454e4a.bin, and don't rename it - the injection service looks for this correct filename or it will inject the wrong game!)
Also make sure to select Japan as the region.

You can alternatively use TADpole-Online at:
<link removed - site taken down>
If you use this option, make sure to upload 4b454e4a.bin for DSiWare.bin, not anything else. And choose USA injection archive, NOT Japan.

6) After the patching is finished, click the latest build number in the left column of the webpage. There should be a filename that looks similar to: 4B454E4A.BIN.patched_yourName. Download it.

7) Place this downloaded file back to the same place on the 3ds as step 4. This is where your original dsiware export .bin was.

8) Rename the patched dsiware to the original dsiware file name (4b454e4a.bin). Overwrite the old file!

9) Put the sd card back in the 3ds and turn it on. Go to:
System Settings -> Data Management -> DSiWare -> SD Card Tab (NOT System Memory this time) -> Click on the squirrel icon.
Then copy it back to system memory, confirm all the prompts. Please note that the imported game may not appear on the home menu - this is normal. Home menu will not show out of region games.

10)
Go to https://github.com/zoogie/b9sTool/releases/latest , download boot.nds and place that file on the root of the sd card.
Download the 7z from https://github.com/AuroraWright/Luma3DS/releases and extract the boot.firm to the root of the SD
Download the boot.3dsx from https://github.com/fincs/new-hbmenu/releases and place that in the root the SD
Download squirrelboot.3dsx from https://github.com/zoogie/squirrelboot/releases and place it inside a folder called "3DS" on your SD card root.

11) Run Steeldiver and then select squirrelboot from the homebrew menu. This will launch the free dsiware game (but it will be injected with sudoku!)
Make sure to tap past the sudoku title menu to trigger sudokuhax and launch b9sTool. Don't do anything with b9sTool until the next step.

12) You're almost there! Finish the rest of the steps at:
https://3ds.hacks.guide/installing-...on)#section-v---flashing-the-target-3dss-firm
Continue at Step 5 on section V.

Done.

Special thanks to @Jisagi for the Steelminer site and TADpole-Online!!
(miss ya bud!)

Wow, good job. If it's free, it's for me. :D
Yeah, hopefully people who can't come across $2 for cfw will see some value in hacking their 3ds for emulators, themes, and save editing. There's still good motivation for userland imo.

And man, after getting the short end of the stick for dsiware hax for a long while, JPN hit the jackpot with a completely free cfw softmod on 11.6 :D Just don't know if this news will reach JPN users with this being an English forum :(

Nice job! Sounds like something that will help out a lot of peoples.
It's a great deal for Japan, especially since its harder (and more dangerous) to get flashcards over there.
A completely free and primary cfw softmod -- that's awesome.
(btw - if any of you speak Japanese and are involved in homebrew communites over there, please spread the word!)

The free homebrew for all regions is cool too, but because people are so narrowly focused on piracy, it might get overlooked.

If I have steelminer, then i will do seedminer to get, do i have to do the entire process again?
Very good question. If you do steelminer, you will have the movable.sed and that puts you at about 70% of the way to full cfw (seedminer). The only "big" obstacle left is buying a $2 dsiware game, basically.
Maybe @fatsquirrel will become a messiah? Or maybe, someone will make a demo vid on a "popular video site"?
Thanks for tagging him, I think that will definitely help spread the word.

iirc, a lot of Chinese users also buy JPN 3ds's because their eshop and retail game selection doesn't suck. Maybe a bilingual member like @mbcrazed could help there.
(if you read this mbcrazed, basically the OP details a new, completely free cfw softmod for those with JPN 3ds's)

JUST A MINOR CAUTION: From my experience, installing CFW and installing homebrew apps while having parental controls will NOT ALLOW the app to open (Except Checkpoint and Anemone)

Firm update 11.7.0-40 has temporarily broken steelminer.
This is because a small non-security related update to home menu has thrown off *hax offsets for Steelhax.

Smea should have an update for *hax that should have things working again soon.

All fixed now.
