Yes it's still jailbroken
Is your HDD formatted as FAT32?
Is your HDD connected on the right-most USB port?
Have you selected the third path option on install package files? (I don't remember what it says rn, I think it says something like "Default path")
Have you tried to copy the .pkgs on the HDD of your PS3 (Dev_HDD0:/packages)?
Have you tried installng the .pkgs with Multiman?
Are your .pkgs corrupted?

i dont have a usb stick :(
only external hdd
Really? Not even one lying around? Bummer...
The only thing that comes into my mind right now is that either your PS3 doesn't detect your HDD properly.
Can you connect it to your PC and tell me if it's on FAT32 or not?

yes its fat 32
Then it should detect your pkgs, considering it's a FAT32 device and it's connected on the right-most USB port
Last thing I can say is try to rename your pkgs to something really short, like mm.pkg
I don't know why it doesn't detect your pkgs, sorry :(

Mika since you're on rebug, try ftp'ing into your ps3 from your phone or pc, get the ip from your network information in system settings, and use login name ps3 and password ps3, and save the package you want to install to hdd0:\packages\
package manager should find it then.

I have a question, I assume NTFS is not supported with installing PKG files by reading this thread, however I am trying to install Persona 5 (which is a pretty big game) and if it has to be FAT32 the file is too big to install onto the USB. Is there a way to either get it to work with NTFS or split the files up for FAT32?

get the PS3 splitter for your pc. It will split the large files so you can copy it to a fat32 external. Then copy it to the internal with multiman. Multiman will combine the split files automatically.

yes its fat 32
Try partitioning your external into two drives with a pc. Make the lesser (ie the D drive) of two normal not fat32. Make the bigger (ie the E drive) fat32. Then just put the package files in the root of the E drive. Works great for me.

I'm having an issue with the latest version of rebug. All install packages show up fine and homebrew packages install just fine. Whenever I try to install ps1 games it comes up on the screen please wait after a minute or so the PS3 resets back to the XMB without installing the ps1 game. Have tried several different ps1 downloads and all are doing this. I have also tried renaming the packages but still same issuse. Thanks for any help.

(Edit) all fixed now no help needed anymore
