Don't confuse "mature" with nudity and/or sex. Mara is pretty much the closest the series comes to anything like that. See for yourself here:

Mature in this context generally means violent or "triggerable" events, like sexual harassment (or possibly rape, it wasn't really specified) in Persona 5. You might get some side or underboob in the Persona series, but aside from that any sex or nudity is generally implied, with fades to black.
Well besides NPCs telling you to go fuck yourself or to die close to the underground shelter so they can loot your corpse, anyway.

The maturity is required to understand the concepts the game is trying to press. A young player wouldn't understand things like gods of fertility, what the diet building is, or nuclear missiles. They wouldn't be able to relate to the more adult concerns expressed in Shin Megami Tensei.

While they might not have any problem playing the game itself, they certainly wouldn't be able to appreciate it as much as adult players would. Like a childrens show making adult humor, these things will just go in one ear and out the other.

There is no ESRB rating guideline for games that mention fertility gods, government buildings, or nuclear missiles (at least the concept of them itself). The M rating is there to show parents whether or not something they might not want their child to see is in the game. I'd imagine a lot of parents wouldn't want their 7 year old to play a game with lots of cursing and blood and dick demons. It absolutely is not there to show the age range at which the player would "appreciate" it. There are plenty of video games and "children's" shows that have adult humor but aren't rated M, and it isn't because they think all their content can be appreciated by kids 10 and below.

And really, other than mentioning it, the building being where the diet is could be any other building and the story would work. It's not like they're passing legislation.

My post wasn't in reference to the ESRB rating.
