Does anyone knows a free software to "resize" audio files?

A long time ago, I had Format Factory in my PC which allowed me to "cut" the MP3 files a couple thousands of Kilobytes.
For instance, one MP3 file weighting 12,000Kb was shortened to 7,000kb or even 5,000kb without loosing audio quality.
This was set by converting the files yet again to the MP3 format, but with a different bit rate. I always set it to 128bits and it was amazing.
A few minutes ago, I wanted to do the same, but Format Factory is now infected AF with virus and trojans according to Windows Defender and Malwarebytes.

Does anyone here knows how to do the same with a different software?

You lose audio quality that way. Whether it's perceivable to you is another matter. I find 128kbps to be audibly worse than 320 but at 192 and up I can hardly tell the difference.
If you use VBR you can save some more space without losing any quality (it encodes the parts that need it in a higher bitrate so for example you can get the quality of a 256-320kbps file more or less but with it only taking the space of a 192kbps file)
I usually use Audacity to encode stuff. It can encode to MP3 and many other formats.
If you want to save even more space, encode to Opus format. It sounds as good as MP3 at a much smaller file size (about half from what I read)
Audacity doesn't support Opus directly though.

I think it's one by one. There are plenty of programs that can batch convert files though. Hell, even Winamp can do it with an appropriate output plugin. Try some search terms like "mp3 batch encoder" or "lame batch encoder" (LAME is a MP3 encoding program but it's command line based so you will probably want a frontend for it)
Or better, "opus batch encoder".
