Homebrew Sky3DS+ .cia transfer possible? or other possibilities.

I have a Sky3DS+ card where I play games on through homebrew. I'm playing a USA game (SMT4) through this, but I want to know if its possible to import a DLC .cia file through it (Or is it possible to purachse the DLC directly from the store) even if I have a different region CONSOLE? The message that I receive when I try too approach the store is '''The add-on content could not be recognized.'' and I assume this is due too my EU region console?

Now I did find something about region change, but does that actually work this way?

Not with the setup you posted, but it's simple and relatively cheap to get B9S and a CFW on your console - which will allow that, and also region free games directly on the home screen!

Yes, American DLCs or game updates are not distributed on the European store for obvious reasons

Hmm, I'm fairly new to these things, but a B9S is similiar to a R4(Gold) 3DS card or different one?

By performing these methods, is there a possibility to actually screw up a 3DS? I have 1 with a capturecard installed and I don't want to mess around with that with risks, but I do have a clean one for testing.
