If they found it on the wondercard server, they are probably banned afterwards or soon will be. Unless they had a throw-away 3DS they probably wouldn't.

It's entirely possible, but you're better off asking one of the sources at that site, and even then you'll have to wait on the upload.

A way around this is for someone to sacrifice a 3ds and then backup the mons on pkhex so people can inject them.That way online will only be needed on one 1 3ds.

But could you convert? I'm fairly certain some online converters exist that could turn a .7z file into a .rar for you. And since the conversion is done on their end via upload, you don't need to worry about permissions.
