Hacking Can I Install Homebrew Launcher on Mocha CFW?

Hello, I was wondering if I could install something like the homebrew launcher or a homebrew application to the menu with nothing but Mocha CFW from web exploit. And how? Thank you

Run Mocha with the browser and then use WUP Installer to install the Homebrew Launcher application. Since the application is unsigned, it can only be launched from the Wii U home menu if you're already running Mocha or another CFW.

Nintendo would have to digitally sign it, and that's not going to happen.

Closest option would be to install CBHC to coldboot to either Haxchi sysnand (fix94' cfw) or Mocha, that way, you will be able to run the HBL from home menu directly from boot.
