Alright here's my situation
I updated my luma 3ds on my old 3ds xl (It's been properly updated to bootstrap9 a few months ago) it turned off like it normally does after update (Regular not hourly) and when i went to power it back on the LED on turned on for 2 seconds before powering back down, after multiple attempts even holding start or select while booting i get nothing. I just assumed i must of fucked it up. Here's the catch tho i had a another 3ds that I Homebrewed and 9haxed that hasn't been touched since i originally Homebrewed my xl. Well before i turned it on i went ahead and used the 9armhax to Bootstrap9 guide, then when i went to boot it holding start it went to the Safe loader to install everything like it should but after it was done and i went to boot it up it also started having the same problem with only turning on for a few seconds. Ive checked the SD card and even backed up and reformatted it idk what to do now?

of course your going to have the same problem. The newest b9s does require you to have the new boot.firm on your sd card and the proper godmode9 boot.firm aswell. If these are not present you will get the boot and then shut down.

Section II - Installing boot9strap
  1. Boot your device while holding (Start) to launch the Luma3DS chainloader menu
    • Some versions of Luma3DS will just directly start whichever payload begins with start_
    • If your version does this, just proceed with the instructions
  2. Launch SafeB9SInstaller by pressing (A) on it
    • If this gives you an error, try either using a new SD card, or formatting your current SD card (backup existing files first)
  3. Wait for all safety checks to complete
    • If you get an “OTP Crypto Fail” error, download - aeskeydb.bin, then put it in the /boot9strap/ folder on your SD card and try again
  4. When prompted, input the key combo given to install boot9strap
  5. Once it has completed, press (A) to reboot your device.
    • **If your device shuts down on boot, ensure that you have copied boot.firm from the Luma3DS .7z to the root of your SD card**

No worries, glad to hear your systems both work for you.
Good news and bad news, it did indeed work with the small 3ds, but after doing the same thing with the XL im still not getting any responses. with the small i was able to boot into the safeloader by holding start on boot without it turning off and was able to update everything normally. And was able to boot it no problem afterwards. did the same to the xl (also following the update bootstrap guide) and held start and it still turned back off after a few seconds of LED light. Holding select/start/x will prolong the turn off by a few seconds tho. Only difference i can think of unlike the small 3ds the xl was updated to the newest luma update from the updater while the small wasn't. If needed i can attach screenshot of tge files

Update: it would seem putting back the the Luma3ds 7.1 files has allowed me to regain access to my XL from what i seen in forums upgrading to 8 right now isn't a good idea

There's no reason not to update B9S to 1.2 and Luma3DS to 8.1. Most issues related to Luma3DS 8.1 have been due to other variables. It is recommended that you follow this guide to update B9S and Luma3DS. Doing so is required in order to be able to use newer versions of Luma3DS.

I went ahead and did. The cause of my problem in the first place was using luma updater to 8.1 without knowing about needing to upgrade bootstrap. Then Going online and downloading 7.1 Luma3DS and replacing 8.1 boot files (downgrading) was the solution of this issue (incase anyone else with this problems is reading this) then after that i was able to safely upgrade bootstrap then luma using that guide.
