Either you use a r4-card with WfcPatcher or use a ActionReplay DS with the right patch code.

Here are set up instructions: https://www.dshack.org/forum.php?page=thread&tid=382. Even though it says for Mario Kart DS, method 2 can be applied for Animal Crossing. Method 1 might require a bit more Googling though as I think those codes are MKDS specific
