.isn't there a law against this, I mean seriously ? this is the most blatant piracy of videogames I've seen so far, these people are taking The PPSSPP emulator, connected it to a stolen PSP rom, and posting them on Google Play as legal games, should I point out it's illegal to download these roms in the first place, let alone post them in the godamn Play Store and just rename them ? and why hasn't GP taken them down already ? i'm starting to think these people are complete idiots.

God Eater Burst renamed as Blade wars: God Eater

https://play.google.com/store/apps/details?id=com.bladesForm.godsEater&hl=en

Assassins Creed : Bloodlines renamed as Super Creed: Bloodlines Walk

https://play.google.com/store/apps/details?id=com.assasinCreed.bloodlinesWalking

God of War : Chains of Olympus ( didn't even bother renaming it )

https://play.google.com/store/apps/details?id=com.godsWar.chainsOfOlympus

and this is just scratching the surface, there are dozens of other games, like lord of Arcana, Lord of apocalypse, Soul caliber and more on here.....Soooo, why the hell hasn't Google Play done anything about it ?

They probably don't do anything about it because they don't know that it's happening. From what I've heard they don't review every app individually like Apple does with the app store, you just need to pay a fee and you're good to go.
I might be wrong about that to some extent, though. If they do review apps properly before posting them then I have no idea why they don't do anything.

Have you seen the shit that google play allows? Maybe it'll eventually get taken down. That's the double edged sword of freedom. Do we want a locked down service like apple has? Hell no! But with a pretty much open market, you get a ton of shitty apps, illegal apps, false advertising etc. That's just how things work in the free world. Good and bad both exist, you just have to wait and hope that those in power care enough to take down the shit content.

so I take there's no way to just contact them and say : hey, you've got a shit ton on pirated games in your store, mind taking them down ?"

How about the "Flag this as inappropriate" link at the bottom of every app? Just report it and move on. Its not like they're charging money for it or anything. As mentioned, it's very difficult for someone even as vast as Google to look through every single app submitted to their store. Even Apple let's through some dumb stuff like this.

Why do you even care?
it's making us Pirates look bad XD, besides that, if they're gonna be this stupid about it, they probably deserve it anyway.

Shame that they didn't include that option on the PC version of GP.

On mobile devices, you just flag as inappropriate. Also, if it does indeed have that "under penalties of perjury" line, you are well within the law to report pirated content. It sounds like you are upset about it enough to complain, but not take action. That is a lot of what's wrong with the world tbh.
